[bisq-network/proposals] Implement budgeting and improve reporting (#158)

I suggest to communicate clearly that we will be more restrictive with accepting compensation requests to avoid disappointments from wrong expectations. I at least will only accept requests which are in areas absolutely needed and which are 100% clear that added value justifies the requested amount.
