[bisq-network/proposals] Implement budgeting and improve reporting (#158)

If we have problems with runway, we have to put efforts for growth (everyone agrees here).

Meanwhile we can split compensation into two parts 
1. spendable (which we can spend in the market)
2. non spendable (immediately we can not spend, but once bisq gets runway or in some agreed point we can make it spendable - much like equity)
much like PR, one authorized person have to split requested compensation amount as 1 and 2 as per budget. (everyone may need to accept here)   

Not sure whether possible in DAO or not.
Just my thought here. Please ignore if it's missing some obvious reason.
