[bisq-network/proposals] Implement budgeting and improve reporting (#158)

@flix1 Over the past month we have been just slightly over the 100k limit, the years average benefits from a few very strong months with XMR trades in summer. I think currently with the decreasing BSQ price we are in an emergency situation and not lose too much time to get back on track. Also I had the feeling over the past months that compensation requests became often out of balance to delivered value. We should be much more critical of the value of delievered work.
