[bisq-network/proposals] Encourage use of Yoti by marking all offers that support it (#167)

**Background**
**[Yoti](http://www.yoti.com)** is a new cool way to prove your identity used by millions.
It can be used to validate the ownership of a bank account. No KYC. No reputation. No ad-hoc security.

**Motivation**
Growth. Security.

**Proposal**
Exploit Yoti to validate account owner's full name.

**Implementation**
When offers are created there is a checkbox to mark the offer as "Yoti supported". The offer is displayed marked in the lists of available offers.
