[bisq-network/compensation] For cycle 9 (#469)

I will reject this proposal. There's different work that needs to be considered apart.

Translation is great, I have not a single objection to that. It's very good work.

The [article](https://www.morocotacoin.com/2019/12/bisq-un-exchange-descentralizado-y-sin-necesidad-de-registro/) asks too much compensation considering it wasn't discussed, and it looks like a [crosspost](https://diariocripto.com/bisq-un-exchange-descentralizado/) already compensated to another [contributor](https://github.com/bisq-network/compensation/issues/445) at cycle 8. That's why asked who is Alenka Lima, the one who signs the article. Maybe you and Lorena Franco worked together in this post, but we should already know this and a single compensation should be ennough.
 
Buttons fixed on the website could be expensive as well, but I don't have a strong opinion on this, and it was something that needed to be done.

Also, I don't know why the DAO should accept now a resubmission of a [CR](https://github.com/bisq-network/compensation/issues/446) without demanding an answer about why it was not voted and asking the same price + BSQ inflation.
