[bisq-network/compensation] For Cycle 9 (#462)

Following the vote result form this cycle and as announced, I will gently reduce, then stop, my monitoring of the pricenodes.
In a 1st step, I'll pass from 5' monitoring to 30' monitoring.
I'll also only maintain exception monitoring + timestamp monitoring (because this is sufficient to detect ~99% of issues).
I intend to publish the monitoring code in the following days (it's python) if somebody is interested in taking over.
I'll completely stop the monitoring in the very next days (and reports also of course).

This isn't to say there is something to do or not from the pricenodes maintainers side, but just to have concerned people informed.
