[bisq-network/bisq] Mediator suggesting different payouts result in non-true stack (#3915)

### Description
A user tries to accept the suggested mediation but gets an exception
`org.bitcoinj.core.ScriptException: P2SH script execution resulted in a non-true stack`

### Reproduce
1. Alice starts dispute
1. Bob goes offline
1. Mediator suggests payout
1. Alice accepts suggested payout
1. Mediator reopens ticket and suggests different payout
1. Bob goes online and tries to accept the new suggested payout
