[bisq-network/bisq] BitcoinAverage Price feed for DAI broken. (#3901)

In prod,am able to see market value. 
Hence i tried to reproduce in regtest environment, able to get market price there also. so not sure about this issue.

Only problem in prod i found is, could not create "DAI" altcoin account.
