[bisq-network/compensation] For Cycle 15 (#628)

Perhaps we should revisit the requirements to make them more specific.
On the [bisq.wiki](https://bisq.wiki/Support_Agent) the duties are:
- Handle support cases
- Keep the coverage calendar up to date
- Submit regular cycle reports
