[bisq-network/compensation] For Cycle 15 (#613)

Reimbursement limit was [raised](https://github.com/bisq-network/proposals/issues/203) to allow this requests. This, for Cycle 15, should already be a reimbursement request and not a compensation request. I'm going to accept this proposal but it should be the last time.
