[bisq-network/proposals] Establish new Mempool API Operator role (#219)

@cbeams since our last discussion, we've merged a PR from @cd2357 into master to use multiple mempool backends that averages the results together, and we've upgraded Bisq pricenodes to use multiple mempool fee estimation backends operated by myself and @emzy, so unless you have further objections I would like to proceed with creating this new role
