[bisq-network/bisq] Update install_collectd_debian.sh to work on Ubuntu 20.04 LTS (#4301)

@freimair basically tweak 2 things:
* Install `collectd-core` instead of `collectd` which installs 9000 packages we don't need
* Use `sudo -H` instead of `sudo -H -i` since it seems sudo works differently now
