[bisq-network/support] Please welcome @leo816 as the new Support Team lead (#4)

With the approval of https://github.com/bisq-network/proposals/issues/230, @leo816 is now taking over the Support Team Lead role. Please welcome him and let him know what you need. He'll be attending weekly team lead meetings, reviewing support team compensation requests, managing support budget, and carrying out other normal team lead duties.
