[bisq-network/compensation] For Cycle 13 (#573)

Re-opening as resubmitted for DAO Cycle 14. As mentioned above in https://github.com/bisq-network/compensation/issues/573#issuecomment-633216850:

> I failed to submit this to the dao prior to the [Cycle 13] deadline; will submit in cycle 14.

As this was approved in Cycle 13, I see no need for additional approval this time around. Conveniently, the USD/BSQ rate is/was 0.63 in both cycles, so there is nothing to be concerned about there.

I will also submit a separate compensation request for Cycle 14.
