[bisq-network/proposals] Introduce recurring "Bisq-Calls" (#231)

Maybe recording only one call per month/cycle, focused on reviewing monthly milestones makes sense.
That's the kind of meetings I'd like to attend or watch on Youtube, as I don't have much to say on day to day dev work. Day to day weekly calls don't need to be recorded.
