[bisq-network/proposals] Proposal to increase trade deposit to 30% (#233)

@wiz what do you think about making arbitration optional (and charge a fee for it)?

If it is that important then most users would choose it... and those that don't would know the risk they face without it.

Also it would allow us to gauge demand for it, play around with the fees and eventually make it self-sustaining since it would be easy to recruit more arbitrators knowing how much they get paid.
