[bisq-network/bisq-maintainers] Assigning submitters to their PRs (#1)

Would there be any objections to updating our pull request triage process such that we assign PR submitters to the PRs they submit? Currently, [most PRs have no assignee](https://github.com/bisq-network/bisq/pulls?q=is%3Apr). It's nice to have this attribution, and creates that much more a sense of ownership.

If you're fine with this, could one of you add a corresponding note to https://bisq.wiki/Development_process? That page is just a stub, but it's fine to build it out bit by bit; no need to stop and document the larger process (but feel free to do that, too).
