[bisq-network/proposals] Bonded role for becoming a mediator (#185)

Regarding the duties of the role, please make sure you've read and understand https://bisq.wiki/Mediator.

Regarding compensation:
 - Compensation should be denominated in USD and converted to BSQ only at the time of compensation request
 - Please see the conversation starting at https://github.com/bisq-network/roles/issues/83#issuecomment-598164440, in which we're converging on a flat 1000 USD per month for the mediator role.
