[bisq-network/bisq-docs] Update compensation doc with cycle 10 conventions (#197)

This pull request makes the following changes to the compensation document:

- specify that compensation should be for work in current cycle to maintain budget predictability
- add note specifying 1-week review (doc previously indicated that submitting any time until the end of the proposal phase was ok)
- require that requested compensation be specified in bsq and usd
- specify that requests are made with 90-day average bsq price
- update example compensation request to a cycle 10 request
