[bisq-network/bisq] Make serialisation in FileManager::saveToFile thread-safe (#4025)

@ripcurlx Thanks for reminding on that. I recommend to not change the behaviour of those 2 classes (not using `UserThreadMappedPersistableEnvelope` is they would do now from the base class). So until that is changes I need to NACK that PR.
