[bisq-network/proposals] New role: Mempool API Operator (#219)

Now that Bisq Pricenodes have migrated from using the Earn.com API to our own federation of self-hosted mempool fee estimation API backends as part of https://github.com/bisq-network/projects/issues/27, this proposal is to formalize the role of Mempool API Operator as follows:

Mempool API Operators: @wiz @emzy @devinbileck @mrosseel 

Duties: Create and maintain a locally running instance of Mempool backend from https://github.com/mempool/mempool and add your Mempool API endpoint to list of Bitcoin Fee data providers in Pricenode code (can run on same server as existing Bitcoin node if desired) such as https://mempool.space/api/v1/fees/recommended

Compensation: $50 USD / month

Bond Requirement: none
