[bisq-network/bisq-website] [WIP] Add new getting-started page (#367)

For now, this is a prototype to address #356 I'm putting out mainly to gather feedback.

Please check it out at https://deploy-preview-367--bisq-website.netlify.com/getting-started and let me know what you think.

Done:
- Basic layout and copy

Remaining:
- Add this page to header (will need to move at least 1-3 other links elsewhere)
- Switch redirects from current getting-started page in docs to this one
- Make page responsive
- Refine linked wiki pages

Will not do:
- Make page ready for translations (this will be done in a future PR after this page proves itself, and once the translations workflow is refined)
