[bisq-network/compensation] For Cycle 13 (#555)

Couple of months back I saw someone asking for a compensation on a secondary role in their CR, so I said to Stevan that he might be eligible for a compensation. He was interested so about a month ago I asked in #ops if somebody knows more about this, but no one answered, so I tought he might just let the voting decide.

It ain't a big deal either way, Stevan has been helping me out for year or so, since I went on some holiday back then. We are friends IRL, so he just helped me out as a favor every now and again when I couldn't reach my PC.
