[bisq-network/compensation] For Cycle 13 (#571)

## Summary

The compensation for the refund agent has been changed after discussions with cbeams to be a fee/dispute + interest of the outstanding BTC during the cycle. The fee is suggested to be $50/case and 1% for the outstanding BTC. cbeams has not yet answered my latest email so maybe he or the DAO will not approve. Due to the time constraints I still make the request. 
I am not fully compensated by this since the period i used is from 28 April to now, May 17, which is not a full cycle.
The compensation may seem high. The refund agent can lose a large amount of funds if e. g. Bisq stops working which is a cost for the RA. Hopefully the DAO can find a way to reduce the number of RA cases and thus minimise this expense.

8 completed disputes since April 28 for $400 = 634.921 BSQ using the rate of 0.63 USD per BSQ. I've paid out 0.260452 BTC since April 28 and request an interest of 1% for this which is 34.4833 BSQ using the 30 average BSQ/BTC of 0.00007553.
