A BSQ bond would have a bit different flavour than a security deposit. The sec. deposit can be moved to the counterparty rather easily as it is part of the deposit tx. A BSQ bond can only be confiscated which should be an exceptional case and requires very high vote weight to succeed. So I think the direction to replace sec. deposit with BSQ bond would make things more complicate and would add more responsibility/weight on the DAO. 
The bond was more intended for severe violations like doing a chargeback. So it would work for lifting limits as if the trader would engage in chargeback and clear proof is provided by the victim DAO voters would not have much doubt that his bond should be confiscated. But if we would use the bond for light violations like "canceling a trade" or being late or little responsive it would be much harder to find a 90% consensus from DAO voters as well we do not want that such cases would become a frequent DAO vote issue.
