[bisq-network/proposals] Properly define trade limits (#264)

PR at https://github.com/bisq-network/bisq/pull/4744 which removes limits for all types of trades except buying with signed account types. Limits as suggested

unsigned: 0.01 BTC
0-30 days since signing: 0.01 BTC
30-60 days since signing: 0.5 * MAX_LIMIT = 0.125 BTC
\>60 days since signing: MAX_LIMIT = 0.25 BTC
