[bisq-network/compensation] BSQ rate for Cycle 19 is 0.67 USD per 1 BSQ (#707)

The recommended rate to be used for compensation requests on cycle 18 is **0.67USD/BSQ**. 90 day weighted volume average needed to be [voted](https://github.com/bisq-network/proposals/issues/271) at [DAO](https://github.com/bisq-network/proposals/issues/271#issuecomment-717838584) after detecting manipulated price statistics. Next, I inform about the voted 30 and 90 days BSQ rate.

30 Day BTC/BSQ: 0.00005600
30 Day USD/BSQ: 0.65
90 Day BTC/BSQ: 0.00005770
90 Day USD/BSQ: 0.67

After having [this proposal](https://github.com/bisq-network/proposals/issues/270) accepted at the DAO, I, as Compensation Maintainer, will submit a proposal for 30 and 90 days BSQ rate to get consensus 7 days before the end of the proposal phase (the same deadline as submitting compensation requests for review). DAO vote won't be submitted unless there's no clear consensus.
