[bisq-network/bisq] Add SWIFT (int. wire transfer) as payment method (#1789)

To get an idea if there is a customer base for this:
- Perhaps ask BTC traders and see if they'd be happy using SWIFT on Bisq.  
- Post an anonymous survey maybe?

IMHO: As an imaginary seller, I would not use SWIFT for transacting with people I don't know.  Just because of AML/KYC hazards.  This payment method gets a big thumbs down from me.
