[bisq-network/bisq] Add SWIFT (int. wire transfer) as payment method (#1789)

Upon looking at various payment method offered by other P2P exchanges I can confirm all of them utilize SWIFT as a payment method. These include:

- Paxful
- Local Bitcoins
- Local Coin Swap
- Local Cryptos
- HodlHodl
- Agoradesk

After reading into the  'Stop and recall' system. It would appear that it only allows the sender's bank to stop the payment at any point along the transfer. To recall the payment requires the agreement of the senders bank. This reduces the risk of scammers but does not eliminate it.

Therefore, I propose an additional 2 days to be added to the trade protocol taking it up to 7 days.

I also propose that signing is used due to the risk that 'stop and recall' brings.

This would make first trades more expensive to get signed. I received a SWIFT today on a shared fee split. My bank charged me €5. Whilst this is significant percentage of the 0.01 BTC trade amount it is a small price to pay for someone that wants to utilize this payment method.
