[bisq-network/bisq] Add "Cash by mail" as a payment option (#1101)

I totally agree with what @MwithM said above (last paragraph).  I would like to see an option for MAD trades.  **Bisq is the only tool that allows two geographically separated people to easily create a multisig.**  It has the marketplace for advertising offers, and the trade protocol for managing the 2-of-2.  That's really powerful.  But it is under-utilized because of the mediation protocol which severely restricts what instruments can be traded.  MAD, anything can be traded.
