Hm.. I see it more as a dos protection so replacing the maker fee, but the security deposit is more in place to avoid that traders are careless and lazy but with already done pow there is no incentive to follow the protocol. The refund of the deposit it the key but that is not possible with pow, its more like a fee/cost.
