How about letting signed accounts be trusted sellers that don't require funds to be locked up for a small amount to allow nocoiners a way in. The POW is a way to limit spamming with these unfunded offers. Buyers are taking the risk here, but perhaps there could be some revocation of the signed status for signed sellers acting in bad faith.

Another option is to stick with the fee transaction as we do now but not lock that up in a deposit tx. Then there would be proof of funds and something more to tie the seller to, but money would still not be locked in a 2of2 for the seller.
