[bisq-network/bisq] Add "Cash by mail" as a payment option (#1101)

This thread is now 3 years old! It would be great to reach a consensus if this payment method should be added or not by the end of 2020.

I am in favor of trying CBM. 

- F2F has similar risks to CBM. 
- The number of F2F transfers on Bisq are very low.  
- I am not aware of any major incidences with F2F trades that have occurred on Bisq
- Their is a strong use case for CBM and their buyers and sellers that would like to utilize this payment method
- CBM would increase trading opportunities and make markets more accessible for traders with privacy concerns or with poor access to banking and financial institutions
- I think that trading in cash for BTC is one of Bisq's main reasons for exsisting. Bitcoin Square > BitSquare > Bisq. CBM is just an easy way for people with cash to access the square :)

I would suggest CBM as a payment option is implemented and kept under review, and if necessary the protocol developed  to be as secure as possible.

I think the risk is higher, but people choosing to trade this way will almost certainly be aware of the additional risks. They are happy with these risk for the increased privacy that CBM brings. Bisq trades should be expected a certain level of caution and takes steps to protect themselves when completing CDM trades, as would be expected with F2F trades or any other bank transaction.

I think the potential upsides this payment method brings outweighs the risks of its potential downsides. For this reason I would like to see it added.

If their is disagreement about wither CBM should be tried as a payment option the issue should be put to a vote by the DAO.  

It would be great to get the mediators @huey735 @Bisq-knight @leo816 opinions. As they would have to be happy to potential mediate any trades that require their input.
