@sqrrm, that's exactly what I had in mind.  I am thinking about changes in the trade protocol and that while it is true that it would be different, in reality I think it shouldn't be that hard because there is none but just the seller sending the BTC once he receives the payment.

Maybe the best PoW that could be requested on the side of the buyer is to send a receipt of the payment. If banning an old signed account is not deterring enough fot the seller to comply, locking some BSQ on the side of the seller could do the trick.  

In any case, the good thing is that if the buyer does not pay, the seller loses nothing but his time and no arbitration is needed at all.  I am not sure if his sell offer could be republished so he does not even lose the maker fee.

If only the signed old account is at risk, and the seller does not care about losing it, the buyer could request a legitimate chargeback to the bank if the seller does not send the BTC.
