I think it is different from the potential resolution chances:
With F2F if done right you meet at some public place where some cameras or witnesses might be of use in case you get scammed. So a pro scammer has it harder here to get 100% success.

With CBM a pro scammer (e.g. very high quality fake notes) will get a very high success rate and you cannot do anything to catch him and mediation/arbitration will not be of help (no way the mediator can verify that notes have been fake).
