[bisq-network/proposals] Burn BSQ to pay for trading fees (#281)

This propsal, if we keep it at "burn BSQ to pay for trading fees" it's not that complicated. How to apply it, technically and pricing, can be, but I think it won't look like it once it's done.
For users, if normal fees (in BTC or BSQ) are similar to what they are now, they will be able to test Bisq and once they get used to it, think if they prefer a plan to save on trading fees or keep it the simple way. Now they have to keep making similar thoughts to know how many BSQ buy in order to save fees.
Now there's no incentive in making more orders than the usual, or to take marginal arbitraging opportunities. The extra utility that Bisq gets for the extra volume generated makes worth to think of ways to promote users generating more volume, and that's one privacy friendly way to do it.
