[bisq-network/bisq] Add "Cash by mail" as a payment option (#1101)

@crocket you said we need to hear direct experiences, @dave2014btc gave his experience and it hinged on the reputation system.  There is no way for a user to build reputation on Bisq.  IMHO, CBM won't work for the current trading & mediation model.  I think we should not add it at this time.  [MAD](https://bisq.community/t/no-arbitrator-f2f-trades-with-multisig-2of2/7880) trades could be discussed in a separate proposal.

There have been lots of good ideas tossed around in this issue, some people want the protection of arbitration, others don't & prefer MAD.  Some people (Bisq OG's) have warned that it is impossible to arbitrate this payment method.  I don't see any consensus.  Perhaps it needs to go to a DAO vote?
