[bisq-network/growth] Add missing 4 countries to the SEPA and SEPA Instant payment accounts in Bisq client (#209)

### Description

When adding a SEPA or SEPA payment account to Bisq there are 4 countries missing.

Bisq should enable users with bank accounts in these countries to access the EUR market place with SEPA / SEPA Instant accounts.

Adding these should be straightforward for @bisq-network/dev 

Adding these 4 countries would increase liquidity in the EUR marketplace.

v1.4.2

### Steps to reproduce

On the Bisq client:

Accounts > Add new accounts > SEPA
Accounts > Add new accounts > SEPA Instant

### Expected behaviour

The following countries are missing:

**Euro Countries**

AD - Andorra 
SM - San Marino
VA - Vatican City State

**Non-Euro Countries**

JE - Jersey 

Although small in population; Andorra, San Marino, and  Jersey all have significant financial centers. All these countries have more bank accounts than their population size. Non citizen and corporate accounts held in these countries are often large in size. These countries also have a reputation for more privacy in relation to their banking institutions. 

Vatican City accounts are controlled by the Holy See so their is a limited number of VA IBAN accounts in existence. However Bisq should enable all countries to easily access the platform.

### Actual behaviour

The above 4 countries are missing from SEPA and SEPA Instant.
