[bisq-network/proposals] Using PoW for the P2P network messages as dos protection (#268)

@sqrrm, @chimp1984, I am thinking that this kind of trades could be easily done off-chain (Lightning Network) because there is no deposit nor multisig needed. If I am correct, this would be ideal for onboarding as buyers would dodge mining fees, buyer would publish an LN invoice in his offer and seller would pay it.   

I have several ideas on how to incentivize sellers to comply.  Maybe I should put it all together in a proposal.
