[bisq-network/proposals] Using PoW for the P2P network messages as dos protection (#268)

Not sure a user with no bitcoin would have a lightning channel open to receive LN funds. It would also not be helpful for further trading on bisq. Another issue is the ease for scammers with stolen bank accounts, would have to be very small amounts to make sure it's not worth it for them. Still think it could be worth considering further.
