[bisq-network/proposals] BSQ rates for Cycle 20 (#282)

After #270 approval, I am proposing in advance what  BSQ rates will be used for next cycle to see if it has rough consensus. I'm just using the default 5% [outlier removal](https://github.com/bisq-network/bisq/pull/4706). I tried other inputs (10, 20%) and the results weren't very different.

30 Day BTC/BSQ: 0.00005135
30 Day USD/BSQ: 0.87
90 Day BTC/BSQ: 0.00005522
90 Day USD/BSQ: 0.7

Please upvote to get a sense of consensus. If you disapprove, suggest a modification. Taking this to DAO vote should be rare.
