[bisq-network/proposals] Using PoW for the P2P network messages as dos protection (#268)

The easiest way would be to add a link with something like "I don't have any bitcoins" into the fund your trade popup and track the hits received in the wiki where we describe different options how to acquire your first bitcoin. That would be a first indication how critical this problem is right now for our target group.
