[bisq-network/compensation] BSQ rate for Cycle 18 is 0.68 USD per 1 BSQ (#683)

The recommended rate to be used for compensation requests on cycle 18 is 0.68USD/BSQ. The 90 day weighted volume average at the beginning of the cycle has been used.
