[bisq-network/bisq] Switch back to LegacyAddress for fee estimation (694446c)

@oscarguindzberg just curious, why is the tx size still estimated based on `LegacyAddress`?

Shouldn't there at least be some sort of flag (if sending to segwit, then `Segwitaddress`, else `LegacyAddress`)?
