[bisq-network/bisq] Check BTC node config without IO overhead (#4081)

@ripcurlx This is tagged as 1.4.0 can u remove that? Can u remove also the dopped tag. It is still an important PR. I guess we are now ready from the bitcoinj side to complete it. 
@dmos62  can you check with @oscarguindzberg if there is anything missing?
