[bisq-network/roles] L1 Support Agent (#64)

## Cycle 18

- Been available on Keybase from 7:30pm - 9:30pm Monday to Sunday. But active all day answering messages.

- Assisted numerous users with fee reimbursements, failed trades and contacting getting in contact with the Refund Agent.

- Been in constant communication with devs when issues occur.

- Main issue this cycle has been users not being able to confirm the made the payment/ "payment received button"
