[bisq-network/proposals] Remove maker fee tx and taker fee tx (#265)

As argued in other thread, 99.99% of the cryptosphere is not interested in even using Bisq in the foreseeable future, much less attacking it.
Until that changes or even noticeably trends the other way, with all due respect, we oppose the devs spending time, effort and compensating themselves for working on attack scenarios.
