[bisq-network/proposals] Add Transferwise as new multi-currency payment method (#243)

Yesterday I completed a successful TransferWise to TransferWise payment to @viperperidot  and vice versa.

During payment I could see the following information about viperperidot's payment
- Payment amount
- Full name of the account viperperidot was trading with 
- Country of their bank 
- Last 4 digits of their bank account

On receipt of payment viperperidot could see the following information about myself:
- Full name of the account I funded the trasnfer with
- Bank reference I used
- Amount
- The transfer fee I paid

I was able to fund the trade using any currency supported in TrasnferWise using any of following payment methods:
- Credit / Debit card (using 3D secure)
- Bank Transfer (any bank I had linked to my account)
- Bank Open API (multiple options)
- Credit / Debit Card

The payment was deposited in the account viperperidot's nominated bank account that they selected for being the primary receiving for the currency I send payment to. 

**Potential benefits for Bisq of adding TranswerWise to TransferWise Payments:**

Payment and receipt was immediate 

- Payment experience was positive
- viperperidot suggested TranswerWise to TransferWise maybe less likely to be flagged, I agreed.
- Only email information was required (account name linked to selected currency was shown, as was last 4 bank account digits)
- A Bisq user with TranswerWise to TransferWise would be able to trade with anyone in all Bisq's top fiat markets excluding BRL 
- TranswerWise has two thirds the number of users as Revolut (the current number two payment method)
- Multicurrency options open up more markets for buyers and sellers especially for those living in low liquidity countries.
- More countries have access to using TransferWise than Revolut 

**Current limitations:**

Unfortunately, you can't make transfers to an email address or a primary account when sending

- from BRL, and INR
- to LKR, PEN, BDT, COP, CNY, INR, UAH, GHS and USD to a bank account outside of the US

The process required a little bit of a one-time set up on both our ends. This involved:

- Ensuring email address was verified
- Adding a bank account for the currency you wanted to receive funds, and marking the payment as primary account for that country. This would need to be done for every country you wanted to receive funds to. It is worth nothing that TransferWise has approx 8 currency accounts built in that could be used for this method.
- Turning your email linked to TransferWise on as discoverable
- A little learning, as it was new, and required slightly different steps than usual payment methods. Having said that I found the TransferWise interface very intuitive and well designed. 

**Issues requiring further investigation:**

As TransferWise does allow Credit / Debit card payments. This opens up questions with regards chargeback risk. The 3D secure requirement seem to deflect this risk to the card issuer rather than TransferWise so chargeback should not be a risk.

When you enter users email address, the name and bank details auto populate. This show full name of account and last 4 bank account details
