[bisq-network/proposals] Add Transferwise as new multi-currency payment method (#243)

Maybe all we need for the hint is a link to the TransferWise help page? They have all steps fairly well documented, this is the link: https://transferwise.com/help/

I would have to set up a new account to remember the exact steps again but it goes something like this:

1. Register for a TransferWise account
2. Verify your e-mail and set up 2FA
3. Create a multi-currency account in the fiat currency of your choice to receive personal banking details
4. Fund your account
(you can stop here and start buying BTC if you have no intention on selling, if you intend on selling BTC then continue)
5. Go to the Recipients tab and add the Multi-currency bank account you created that you wish to receive funds
6. Mark this as your 'Primary' account 

You can now receive funds to this account from another TW user by giving them only your e-mail address. You can send funds to another TW user by entering their e-mail address and spending from your Balances tab.

If we need something more in depth like a wiki I could do that as well.

I think 0.25BTC limit is enough for now, I did find this article though which clearly states that there are absolutely NO refunds on completed transfers. So if the BTC seller waits until the TW transfer is complete they can be 100% sure there will be no chargeback: https://transferwise.com/help/articles/2565014/i-want-to-cancel-a-transfer-thats-completed
