Account age signing is a bit tricky I guess as we do not have any signed seed accounts. For other payment methods we had old arbitration cases and the old arbitrators signed those cases so those acted as seeds. I am not sure how the process is for new payment methods, but I think we could take the risk to not add account age signing (there is still the account age, so it takes 2 months to get to the 0.25 BTC limit) as it is a new market and unlikely to get targeted by stolen account scammers and it seems there is no chargeback risk.
To add it later might be problematic as existing offers would become invalid if account is too high. 
Having the heavier limits would slow down adoption rate. So all in all I tend to not add account age signing requirements.

Side note: We want to reshape trade limits. Sellers should not have any limits. Maybe account age limits could be increased as well as they are not very efficient for fraud protection (when we had the stolen bank account scammer he traded with about 500 -800 EUR which was in the limits of 0.0625 BTC. Account age signing was introduced then to fight such scammers with much lower limits initially. But I fear we over-shot a bit and suffer now from the low liquidity as most users are restricted to low limits. I don't want to risk the main markets/payment methods as if scammers return it would be a very bad signal. But a new payment method is a test anyway, if we get scammer we have to remove it (as we did with Cashapp and Venmo).
